Morality And Ethics In Law Enforcement Ethics is defined as study of moralitys effect on conduct: the study of moral standards and how they affect conduct. The paper will attempt to show dilemmas that law enforcement agencies face and why it is necessary for the law enforcement agencies to establish efficient and effective guidelines for law enforcement. The primary responsibility of the law enforcement agencies is to work for the benefit of the society and serve the community but law enforcement agencies have to make sure that their actions and policies are in conformance to the ethical standards of the society and do not violate any ethical or moral principle. Theories of Moral and Ethical Behavior Most ethical theorists start from a point which looks at what is being judged or evaluated as good or bad, right or wrong, and they usually look at one of two things: the inherent nature of the act and the consequences of the act. The theory of formalism was developed by Immanuel Kant (1724-1804). Kants approach to ethics begins with an analysis of ulterior motives. Something could look good, and really be bad; and vice-versa, something could look bad, and really be good. Kant then proceeds to analyze the acts of Good Samaritans to see why they do good things for complete strangers. What is important is whether or not the Good Samaritan is doing the good thing out of the kindness of their heart or whether they expect payment, glory, or the return of a favor. Only if something springs from a desire to do well with no expectation of reward or benefit, can we truly say the goodness of an ethic has been achieved. The question then becomes: Under what circumstances will people sincerely d o good with no expectation of benefit? Kant says the answer is when people are doing their duty and the concept of duty becomes an important part of ethical formalism. Utilitarianism was developed by Jeremy Bentham (1748-1832). Benthams approach to ethics makes extensive use of the pleasure principle which holds that humans are always predisposed to maximize pleasure and avoid pain. The root word in utilitarianism is utility which means useful. If something is useful in the short-run, then that is called act-utilitarianism. If something is useful in the long-run, then that is called rule-utilitarianism. Benthams second book (Bentham 1780) became a foundational document in utilitarianism and introduced the notion of a hedonistic calculus which was meant to distinguish things with social utility from things that are selfish. From 1791 to 1794, Bentham actively campaigned for his model prison based on what would become the philosophy of punishment known as deterrence. Deterrence is likewise divided into individual or specific deterrence and societal or general deterrence. Specific deterrence often takes the form of an older principle called incapacita tion. The idea is to make it impossible for an individual to commit another crime, at least while theyre in prison. Specific deterrence calls for inmates to be closely guarded and monitored at all times. In fact, Bentham proposed a type of prison system known as the Panopticon design. The principle here is that others will want to avoid criminal behavior because of the example provided by punishment. A person is punished not so much because they deserve it, but in order that others will not be inclined to do the same or similar thing. This kind of goal makes prisons as responsible for crime prevention as police are expected to be. All organizations have a power dimension and an authority dimension. It is easy to see the authority patterns in such things as the chain of command, but it is not always easy to spot power patterns. Power forces people to change their minds about something, not simply out of persuasiveness or force, but out of sheer, blind, realistic, accommodation to the fact that there is no other way. Referent is based on friendship, liking, respect, admiration, or the desire to emulate and be like the leader not just because of charisma but because of a belief that the leader will come to their rescue or aid at some time of great need. The delegation problem is perhaps the biggest problem in criminal justice leadership, since delegation is what allows lower-level employees to get things done. There is a right way and a wrong way to delegate as a leader. The most commonly repeated saying in textbooks is that you never delegate without giving away authority. When you delegate some of your administrative tasks to a subordinate, you are actually giving away responsibility. The problem often arises, however, that this subordinate doesnt have the authority or power to obtain the needed compliance or cooperation from co-workers. Thats a lack of authority. To get beyond this paradox, most modern principles of delegation say that you should only delegate things that are part of your subordinates professional development. According to Jack Kuykendall and Peter Unsinger, The Leadership Styles of Police Managers, not enough delegation goes on in criminal justice agencies. Subsequent research has shown it to be more commonly re placed by micro-managing. Basically administrators in criminal justice seem to prefer keeping their hands in just about everything. The telling-selling style uses a little more two-way communication and the leader is concerned about employee buy-in to the decisions that have been made. The participating-selling style is frequently seen when the administration see the workforce as a whole demonstrating average levels of maturity, competence, and willingness. This style will not work, however, where there are regular disciplinary matters. In conclusion, there is no one right leadership style for all situations. Your perception of people and the organization will dictate your choice of styles. Alka Seltzer Dissolving at Different Temperatures The variable that I will change will be the temperature of the water that the Alka Seltzer is put in. For my results I will measure the time taken for the Alka seltzer tablet to completely dissolve in water at different temperatures. Input variables: * Varying surface area of Alka-Seltzer tablet, i.e. if cut into smaller pieces or crushed it will increase the surface area. (If the surface area is increased (more powdered) the rate of reaction also increases. This means that there are more collisions between the solid and liquid.) * Amount of tap water H2O used, i.e. volume (ml). * Amount of Alka-Seltzer tablets used, i.e. quantity of tablets. (one is used) * Number of times the solution is stirred. (If the solution is stirred more there are more collisions between the particles therefore the reaction is speeded up.) * Temperature of Water-Â °C. (As the temperature increases so does the rate of reaction. By increasing the temperature, particles move faster, i.e. they have more energy. So, they collide with more energy and more frequently.) * pH of Solution: Water has pH of 7 at 25Â °C. As the pH decreases, i.e as the solution increases in acidity, the rate of the reaction increases as well. So the rate increases. * If the amount of tablets being used is increased for the same amount of water, i.e as concentration increases, rate will increase as well because there will be more collisions between particles. * If the water with Alka-Seltzer tablets are stirred during the reaction, then the rates of reactions will increase because the particles will be forced to make contact with each others and react much quicker, rather than take their time to make contact, and therefor... ... water bath could have been used, because I could set it to my required temperature. Also it would mean that the solution inside it would reach the exact temperature or close to It., and not increase or decrease once the water inside it has reached equilibration. It was also very difficult for me to observe exactly when the Alka-Seltzer tablets had totally dissolved and consistently decide this for every result obtained. This was probably the main factor that would have decreased the accuracy of my readings. To avoid this happening I would have needed to use specialized piece of equipment which would tell me exactly when the tablet was dissolved Overall, I can come to firm conclusion from my results that support my prediction and background knowledge that: As the temperature increases, less time will be required for a reaction to take place i.e. the rate of reaction increases. To improve the experiment overall I could use distilled water to avoid inaccuracies related to the hardness of tap water. I believe I should get a straight line curve. Another improvement I could have made is to increase the range of the temperatures investigated. (10Â °C to 100Â °C).

Public Policy Essay

Public Administration always needs funding for various aspects throughout many realms.   From grants to sidewalk repair to going green in residential homes to starting up a business and educational grants.   There are also, as we are currently seeing,   monies coming from the federal government for stimulus payments to US citizens and as proposed by our new President Elect Obama there are policies in the making for a permanent stimulus or tax rebate due to excessive oil prices and changes in healthcare.   The one thing with the majority of the monies being spoken of is that so much comes from the federal government.   This precludes any monies the states may have or have already spent, as in the end they also receive monies from federal agencies. So here we see a vicious circle of all these people needing money for one reason or another, they spend what they have, apply for grants from the federal government, the federal government says hey ok but in the end, what do we do when the federal government runs out of money?   What do states do when there is no money left to be tapped?   Do they droll at another department because that department may have the monies to continue further? Let us start with the liquor tax.   Currently the taxation goes like this; the federal government gets approximately 10% of each gallon depending on the proof or volume manufactured (each state seems to vary) of the alcohol.   The higher the proof, the more the taxes they receive.   The state on the other hand receives a much higher revenue from the tax (State Liquor Tax Rates-2008).   Each state has different programs in which the taxes collected helps finance.   The federal government should take only a specified amount, a flat tax from each state for both alcohol and tobacco and keep tally on which states they obtain these taxes from and how  much.   When these individual states run out of their own taxed revenue then when they apply for a grant, the grant acceptance and money distribution is then taken from the coffers of the federal government based upon the taxes already received into the hands of the federal government.   This keeps those federal tax dollars fo cused in one area instead of spread all over the board.   If states run out of money from the federal government through this specified mean then the balloting of measures asking for the public in general to vote on a new tax for this reason, should be implemented. Some states have public lottery games or gambling which is allowed in public places, of course with age allowances in place.   The federal government has their hands in this pie as well.   I believe that the federal government should step away and not collect taxes on this except maybe through an individual tax return, and allow the states to keep and maintain this taxation as sole entities with a fiscal report as to where these tax dollars are spent.   In addition, taxes collected on gambling should be distributed to the same entities each yr without prevail or each year change their entities of who these taxes go to, to help finance.   This would be akin to alternating weekends of work in the general public forum. Let us go a bit more local.   Each county has their county has their own form of taxation and ways to obtain revenue.   These counties should work together more as a team than what they currently do.   Instead of them allocating their funds to only the departments within (i.e. city tax on water only for water line improvement) they should all pool their monies together.   There  should be a strict fiscal plan in place that determines how much money goes where and for what.   Each department of the county should be made each year to make an honest analysis of what they will need to further any improvements that are necessary and not frivolous and based upon that information, this will determine what departments get what.   Maybe the courthouse has an upcoming need to repair a bathroom where as the dump wants a wall around their facility to improve aesthic purposes.   Which is more important?   This should be obvious.   What if the county sheriff’s department needs to have additional law enforcement but has a lack of cars?   Instead of being allowed to buy the new cars each year, cut the rate of cars bought in half and put two people to each car.   This may only mean the savings from not buying 2 or 3 cars but each dollar helps. In the end, the county has a complete record of where all the money goes to and they have all worked together as a team and not against each other due to politics and there may also be more money left over at the end of each year which will definitely lessen the amount of money asked for from the federal government. Healthcare is a big issue.   Public policy should simply enforce specific financial capping rules as to what the healthcare industry can charge for their costs, this is to include doctors and providers of insurance alike.  Ã‚   If these two entities can work together as a team regarding services, payments and insurance under more strict federal guidelines of what can be charged for these instances, then this would make these two entities work more closely together. All in all, each department of each state, county and city that implements a tax, part of each department should also allocate a small percentage of the tax revenue to a general fund for emergencies or unseen departments that may suddenly need additional fund.   This General fund should also be exhausted before applying for federal grants. Some may consider this a socialistic view regarding public administration and maybe it is, but if so then take a look into Canada’s or Europes socialization and compare these two to the country of America.   Which one is better off in the long run.   If you can determine that (and it isn’t the USA) then you can determine that they are doing something more correct.

Moral absolutism Essay

When we speak of â€Å"Morality† we think of the difference between right and wrong, the difference between the good and the evil. We use morality to justify our actions and decisions. More often than not, people impose their morality on others and expect them to act in the way they find fit. They believe that the idea of right and wrong is universal. In her essay â€Å"On Morality†, Didion contradicts this theory and believes that everyone can have different ideas of morality based on their own perception. To make her point, Didion uses the examples of Klaus Fuchs and Alfred Rosenberg. Fuchs was a British traitor who leaked nuclear secrets to the Soviets, and Rosenberg was the Nazi administrator of Eastern Europe, where the Germans committed their most heinous and most murderous acts during World War II. Both of them claimed that what they did were morally appropriate. She then goes on to say that Jesus justifies what he did based on morality. The juxtaposition of these ideas affirms Didion’s theory that the conviction of morality is vastly based on perspective. This juxtaposition also helps prove that people use morality to justify almost anything. Osama Bin Laden believed that it was morally right to take the lives of millions of innocent civilians in the name of religion. President Snow, along with the Capitol, in The Hunger Games saw it fit to throw 24 teenagers in a battlefield and let them fight until only one remains. Morality does not seem like a tool to distinguish right from wrong, but a method to have a clean conscious, irrespective of whether one’s acts are good or bad. Didion also says, â€Å"For better or for worse, we are what we learned as children. † (158) This shows that the ideas we have of good and bad and the so-called â€Å"morality† is part of what we’ve learnt growing up. A lot of people might find it pointless to stay with a corpse on a highway. But to Didion, it is the moral thing to do. We do not leave behind our dead. Friedrich Nietzsche said, â€Å"Fear is the mother of morality. † Didion maintains that morality might differ from person to person. In my opinion, a lot of factors influence the decisions we make and then blame them on morality. â€Å"The right thing† is too abstract to be universal. Didion debates about the cannibalism acts and talks about the vestigial taboo that no one should eat their own blood kin. This might seem appalling to some while being a being of another’s culture. Didion says that morality has â€Å"the most potentially mendacious meaning. † (159) And I couldn’t agree more. There is a very thin line between right and wrong, and morality is what shows one where to draw it. But the basis of that line is so ambiguous, that people end up using morality to cover up their actions. The idea Didion presents is that humans are not equipped to distinguish between the good and the bad. We think that all actions are sound as long as they don’t hurt another person. But then we see people like Adolf Hitler. The man murdered millions of people. Yet, he had a bunch of supporters who helped him with these inhumane acts. But he did what he did in the name of morality, in the name of ‘respect for the greater race. ’ The central idea of this essay is that morality depends largely on perception. What one finds wrong may not necessarily be seen as inappropriate by another. â€Å"I followed my own conscience. † â€Å"I did what I thought was right. † Didion questions the reader how many madmen have said this and meant it? Didion doesn’t believe that these men shelter themselves under the illusion of morality but actually believe their actions are moral and justified. Maybe we ourselves have said it before and been wrong. Our conscience isn’t always the best judge of things. But the concept of morality makes it okay to just be impulsive and do what we think is correct in the moment. The relevance of our logic lacks frequency. One might not kill people on a daily basis but one might find it moral to do it someday and go ahead with it. Does this make them immoral? Is the act of killing immoral? What if the victim is a killer? The answers to questions relating to morality are not black or white. There could be various different instances where individuals might have different stands on issues. All of which they might believe to be morally correct. So the question is, who decides what is moral and what is not? What gives them the power to do so? Should the morality of one person be forced on another? Clearly, universal standards of right and wrong do not exist. The evidence Didion provided as well as instances we see around the world proves that fact. A lot of people do not agree with Didion’s idea of differing morality. The people who adhere themselves to a supposedly universal moral code can delude themselves into thinking people who do not follow that code are less humane. People need to stop fretting over moral absolutes and let morality run their life and effect every decision they make in order to ensure the future is safe from oppression and terrorism.

Bal-A-Vis-X Program

Many of today's struggling students are falling through the cracks of our education system and are at risk of dropping out of school. The increased expectations of today's high standards force special education teachers to frequently seek effective research-based interventions to help these students to become successful. Bal-A-Vis-X is just one of such programs. The program founder claims the brain integration – movement-based learning program will increase a student's reading fluency, and comprehension by participating in the multi-level crossing of the midline exercises emphasizing on flow with rhythm. The basis of this research project is to validate the claim by incorporating the Bal-A-Vis-X program with students at Moore School in fourth, fifth and six-grade physical education class. Bal-A-Vis-X was developed by a teacher in Wichita, Kansas named Bill Hubert. Bill Hubert uses cognitive exercises which encompass the integration of balance, auditory, and vision exercises using racquetballs, balance boards, hand-sized sandbags and various complexity of rhythmic exercises. The exercises focus on rhythm, patterning, balance and visual teaming. The combination of 300 various exercises increase in complexity as the student masters the fundamental skills. The exercises can be reduced to accommodate the student with varying disabilities. The program is designed to help individuals who struggle with academics, post-traumatic stress, physical and social impairments. (Hubert, 2007)Bill Hubert suggest the lack of flow within a person can trigger the stressful occurrences which may cause the cognitive debilitation of an individual. (Hubert,2007). He further explains what he believes are the series of physical and developmental movement which occur and how this movement contributes to the cognitive aspects of the individual to perform a required task. The principals of the program are to introduce midline crossings in three dimensions which are designed to follow steady rhythm using the whole mind-body system creating the flow with in the student aligning the mind with the body. The idea is to listen to the rhythm of the sound of the balls bouncing or the sandbags being passed while simultaneously integrating patterned movement involving the whole body.The stress of academic performance can cause struggling students to display undesirable behaviors. When students struggle in school many behavior issues to avoid the task or to gain something to help them manage the task. This behavior coping mechanism is what inspired my research into the BAL-A-VIS-X program. Often special education teachers and interventionist are overwhelmed with the diversity of intervention programs offered to increase academic performance in students with learning disabilities and are struggling academically, developmentally, emotionally and socially. This program interests me as it was originally introduced to me by the adaptive physical education teacher form Central Montana Learning Resource Center. She explained the concept of the program. From there my research developed. I researched the resources I needed in order to purchase the products needed to implement the program with my students. Once I organized the pricing of the product, my next step was to request the funding from my superintendent. She was very interested in the program herself and has supported me in my quest. I obtained permission to teach the program to the select group in their weekly physical education class. This offered me the two fifteen-minute time slots to work with the students weekly for eighteen weeks. Our Learning Co-Op Center ‘s Adaptive Physical Education teacher shared she attended a training with a Resource teacher from Round Up Montana which was practicing using Bal-A-Vis-X with her students. She was fortunate enough to attend a training of the program from Bill Hubert, the founder of the program itself. I proceeded forward by inviting her to come observe, to give me some additional ideas and skills to help me implement the program effectively. She explained to teach Bal-A-Vis-X it is optimal to teach one on one over a group setting. However, under my time restraints, she shared it would be alright to continue with my research as a group setting. The stress of academic performance can cause struggling students to display undesirable behaviors. When students struggle in school many behavioral issues are to avoid the task or to gain something to help them manage the task. This behavior coping mechanism is what inspired my research into the BAL-A-VIS-X program. Currently, my professional peers use Brain Gym, Go Noodle or some form of conglomerating a self-designed movement curriculum in their classroom management techniques to diminish undesirable behaviors without addressing the underlying antecedent and trigger for the student's actions.Often Special Education teachers and interventionist are overwhelmed with the diversity of intervention programs offered to increase academic performance in students with learning disabilities and are struggling cognitively, developmentally, emotionally and socially. Trying to minimize which program is the most effective lies in the opinion of the teacher. In my personal observation in Moore school it is just getting students up and moving is the goal. As a Special Education teacher myself, I rely on resources presented at professional development conventions, multiple online resources, and peer networking opportunities to share what is working with which types of students with disabilities. Disabilities are as diverse as the resources and interventions offered to increase performance in students with deficits. Originally, this program was introduced to me by the adaptive physical education teacher form Central Montana Learning Resource Center. It piqued my interest as she explained the concept of the program. From there, my research developed. My main focus was not the scientific theory of the program, as in how and why the brain is functioning and operating through the implementation of the program, but my interest lies in merely, is it a highly effective intervention compared to similar kinesthetic based interventions. And the first step for this is by having a chance to look at how leadership works and thrives in our field. In order to be competent in leadership, I would have to accept additional tasks that stimulate the brain, such as problem-solving tasks or additional leadership work. It was reported that by having such additional tasks could enhance career growth among nursing staff, as well as empowerment, which in turn increases their retention in the field (Krugman & Smith, 2003). Also, I would ask concerned supervisors to hold meetings that aim to let the staff speak their thoughts and ideas to their superiors, and have them evaluated for soundness. I believe that doing so would not only give us the chance to use our heads to develop solutions, but also to give us a chance to be a part of the team, most especially to us who have the need to feel that our person and our abilities are relevant to the overall performance of the whole team. Doing so would also help us to become empowered, as well as having a sense of satisfaction in what we do and how we do it. Letting the nurse staff participate in such aspects of the work was reported to improve the morale of the staff, making them perform over the normal standard in providing care to patients (Contino, 2004). In order to arrive at my personal goal of being successful in the field of nursing, I opted to have my strengths and weaknesses identified, so that I could find out what I do best as well as to see which areas I need to improve to become better. And also, by finishing by degree in nursing as well as finishing a Master’s Degree in Public Health with Informatics not only can I contribute to the modernization of some aspects of nursing in where I work, but also to become a nursing manager being able to inspire and motivate people, as much as my own mentors do to me. I was able to check the levels of my knowledge in different areas of the nursing field using the Nurse Manager Inventory Tool (American Organization of Nurse Executives, 2006). Upon completing the checklist of the characteristics of effective nursing managers, with the help of my supervisor I was able to deduce what areas of improvement to focus on, and what areas I do well in. After answering the checklist, I found out that while I could say I am competent in the science and art domains since these are mostly sourced from available reading materials, the leadership aspects of being an effective nurse manager learning domain fra mework such as personal accountability, career planning, personal journey disciplines and optimizing leadership potential could still need expansion. I could attribute this to the fact that I am usually given responsibilities of staff nurses but not much more complex tasks. Also, leadership is not something written in most books, but is rather an experience that must be lived
